Quamrul Islam Siddique (20 January 1945 - 01 September 2008)

Quamrul Islam Siddique, former Secretary, Government of Bangladesh, died suddenly in New Jersey, USA on September 1, 2008.

He was 63. An architect of Rural Infrastructure Development and the founder of the Local Government Engineering Department (LGED), Siddique held many important posts of the government. He was the Secretary, Ministry of Works and Housing and Chairman, Power Development Board.

He was the first Chair of the Global Water Partnership (GWP), South Asia Region (2003-2004), Chair of the Bangladesh Water Partnership (BWP) and President of the Institution of Engineers, Bangladesh.

He played an active role in the War of Liberation of Bangladesh.

    I have the opportunity to work with Mr. QI Siddique in LGED. He was a man of principle, dignity and great vision. He can see 20/50 years ahead of us. He touched so many people’s heart by good work and behaviour that he will be remembered for a long time. May Allah give him peace.

    QIS was an outstanding Manager and Executive. He was a man of bifocal mind. His contribution in developing infrasturcture all over the country is gigantic. He established LGED as a model of infrastructural development in Bangladesh. Once a Canadian (probably from CIDA) about 15 years ago told me ” Where there are persons like QIS, there cannot be any poverty.” Bangaldesh will overcome her proverty.

    I also had chance to come in touch with him in the year 1999. I saw him as a staright forward and forward looking man. He always encouraged people who wanted his blessings for education, further training or something creative. But he was a bit intolerant against the persons who would go to him for winning favour without any real cause.

    May Allah bless him in jannatul ferdaus.

    Q I Siddique loved me as an younger brother. He was an institute. He sent me Kushtia Zilla Parishad in his chair from LGED on 03-01-2008. I didn’t know it was his first government job after civil engineering graduation. After passing away it became clear to me. He planted a mahua tree infront of Kushtia Zilla Parishad building which still exists. On coming September 01/2009 will be his first death anniversary. I shared various innovative technolgy such as solar energy, biofuel, biomass, rain water harvesting, wind mill, biogas, environmentally balanced infrastructure etc.having IT based project management using software microsoft office project 2007 for gathering some knowledge. He was my guru,master. I lost my great teacher. Let us pray for his eternal peace.
